The H5N1 Avian Flu virus, also known as Bird Flu, has been found in Nigeria by Italian scientists. Tests done on samples in a laboratory confirm that the strain is the one that can kill people, although no human cases have been reported said the Paris-based United Nations body. This is the first time is has appeared on the continent.
Reports say tests of the virus closely resemble the virus in Asia. The virus has been discovered in poultry flocks in a large Nigerian farm. “It is the first report of the disease in Africa,” the Paris-based World Organization for Animal Health (OIE) said on Wednesday.
“It’s going to be very difficult to mount an eradication campaign,” said Dr. Alex Thiermann, president of the OIE’s international animal health code, from Paris, France. “With what we have today, it is a highly pathogenic H5N1 – the same, or very closely related to the previous ones,” said Thiermann. He also added, “a full genetic analysis of sample viruses is expected to be completed by late Thursday.”
Maria Zampaglione of the Paris-based OIE said “An outbreak has been detected. A local poultry farm keeping 46,000 birds was affected, of which 42,000 were infected and 40,000 of those, died.” The farm is located in Jaji, which is a village in the northern state of Kaduna.
“The farm is located near the Niger Delta, one of the largest over-wintering areas for wild birds in Africa.” said Thiermann.
Quarantine measures on the control and movement of poultry have been taken, and the farm has been disinfected said Nigerian authorities.
“However, it is too early to say how serious the outbreak is and how big its spread could be,” said Ilaria Capua of the Italian bird flu centre in Padua. “We have to be cautious in evaluating the possible implications of these findings.”
In Rome, Samuel Jutzi, a director of the UN’s Food and Agriculture Organization said, “if the situation in Nigeria gets out of control, it will have a devastating impact on the poultry population in the region. It will seriously damage the livelihoods of millions of people and it will increase the exposure of humans to the virus.”
“When you have 46,000 chickens in a house, usually you have some degree of biocontainment…So these (chickens) are not likely to be the ones to first encounter migratory waterfowl,” Thiermann said.
Wildlife circles have been debating on whether or not wild birds are spreading the virus around the globe. Experts believe they are playing a role but most believe poultry movement, poultry products and poultry manure is the main cause of the spreading of the virus.
“But probably not in this case,” said Thiermann. “While it’s too early to blame the wildlife, it’s very likely to be in an area that’s remote enough that it’s not likely to be associated with international trade.”
OIE spokeswoman Zampiglione also said, “Experts had been fearing an African outbreak for months. The conditions there are more likely to lead to contagion from birds to man.”

It allows publications to shorten articles for space considerations by merely taking off the bottom paragraphs. This way, only the least important information is deleted. (Of course, the information about your article will remain intact as it will be contained in a text box or italicized paragraph.)
5. Try to write as you talk. While grammar is important, it is better to sound natural. If in doubt, read a sentence out loud: If it sounds stilted to you, it will sound stilted to others too. Also, avoid jargon and buzzwords. Does anyone really know what a paradigm is, for example?
6. Dont worry too much about length. Your article is done when you feel that you have included all the information your readers will want. Thirteen dead, several wounded in Fort Hood, Texas shootingThursday, November 5, 2009
The United States Army has confirmed that thirteen people have been killed after a shooting rampage at the Fort Hood army base in Texas. An additional thirty are reported wounded, and the gunman is in stable condition after being shot by military police. Two other soldiers are in detention.
The incident took place at a deployment readiness center. According to local congressman John Carter, shooting broke out shortly before a graduation ceremony.
The gunman has been identified as an army officer, Major Malik Nadal Hasan. He is a mental health professional, presumably either a psychologist or psychiatrist, according to an unnamed defense official. Two other suspects were in custody, the base commander, Lieutenant-General Bob Cone, said.”Our investigation is ongoing, but preliminary reports indicate that there was a single shooter,” Cone said at a news conference. “The shooter is not dead, but in custody in stable condition.”
Initial reports said that the gunman had been shot to death by military police; however, General Cone now says that the man is in custody and is in the hospital with injuries, but is in stable condition. FOX40 News in Sacramento managed to record a military spokesperson commenting on why the media wasn’t informed about the status of the gunman until four hours after the initial announcement was made that he had been fatally shot. That military spokesman replied, “the doctors didn’t know who they were working on.”
When asked at the conference whether Hasan’s attack might have been a terrorist act, General Cone replied that “I couldn’t rule that out, but I’m telling you that right now the evidence does not suggest that.”
It is not currently clear if those killed and wounded are civilian or military. The gunman is reported to have been in uniform and using handguns. Eyewitnesses claim at least one man was armed with a high-power sniper rifle. The chief of media at the base, Christopher Hogue, said to reporters that “the only one we know who was shooting was killed and he had two handguns.”
There may have been other people involved in the shooting, however. “We […] have apprehended two additional soldiers that are suspects. There were eyewitness accounts that there may have been more than one shooter,” General Cone said.

The Killeen Independent School District said that all schools in the area were placed on lockdown. The base was closed down following the incident as well. “Effective immediately Fort Hood is closed,” a statement on the Fort Hood website read. “This is not a Drill. It is an Emergency Situation.” The website appears to have gone down shortly after the announcement.
A serviceman at the base described his experiences to the BBC. “I heard the emergency announcement over the speakers outside and saw people rushing to get indoors. In our office we’re okay but we’re hearing about the deaths. […] We are still on lockdown. I am hearing that at least nine people may be dead.”
Greg Schannep, a retired colonel, was heading to the 2 P.M. graduation ceremony when he heard gunshots and saw an injured soldier run past him. “Initially, I thought it was a training exercise,” he recounted, as quoted by the New York Daily News. “A soldier came running past me and said ‘sir, there is someone shooting.’ As he ran past me I saw blood on his back. I don’t think he even knew he had been shot.”
“It’s chaotic,” said the director of a local coffee shop near the base, as quoted by the Associated Press. “They’re just saying that they’re under attack they don’t know what’s going on. […] The phones are jammed. Everybody is calling family members and friends. Soldiers are running around with M-16s.”
The authorities are still gathering information about the shooting, according to Homeland Security spokeswoman Sara Kuban. “DoD [Department of Defense], DHS [Department of Homeland Security], FBI and other members of the intelligence community are assessing and gathering facts about the shooting. Because this is early in this event, we cannot at this time confirm motives behind these shootings,” she said.
The Scott & White Memorial Hospital in the town of Temple received ten of the injured victims from the attack. Its website has posted an appeal for blood donations. “Due to the recent events on Fort Hood, we are in URGENT need of ALL blood types,” it said. The hospital received 200 blood donations since 2:45 P.M. local time.
The hospital was soon closed to visitors after the wounded people were received. “[We are] no longer open to visitors as we focus our attention upon the victims and their families,” a statement on the website said. The associate system chief medical officer said that they did not have specific information on their conditions. “We get patients like this, but not usually all at once,” said director Glen Couchman.
Another health facility, the Metroplex Adventist Hospital, received seven other victims. The hospital stated that one of them was soon pronounced dead, and two others, including an EMS paramedic, are in surgery.
Fort Hood is situated in the town of Killeen. It is the largest military base in the world, houses around 40,000 US troops, and is about 100 kilometres (60 miles) north of Austin. It has been compared to a small town, with its own schools, convenience stores, and even two museums.
This is not the first time Killen has witnessed a shooting spree. The town was the site of the worst shooting spree in American history until the Virginia Tech massacre, when on October 16, 1991, George Jo Hennard drove his truck through the front window of Luby’s Cafeteria and proceeded to shoot and kill 23 people and wound another 20, before commiting suicide in what is know as the Luby’s massacre. It should be noted Major Hasan is an alumnus of Virginia Tech.
Hasan’s motives for the shooting spree were not immediately clear, however, Texas Senator Kay Bailey Hutchison told the FOX news agency that “I do know that he has been known to have told people that he was upset about going [to Iraq].”

A cousin of the gunman, Nader Hasan, told FOX that his cousin had been ordered to deploy to Iraq, but was unwilling to do so. “We’ve known over the last five years that was probably his worst nightmare,” he said.
According to Nader, Nidal is a US-born Muslim who had joined the military after finishing high school, and was a graduate of Virginia Tech, where he received a bachelor’s degree in biochemistry. He was also a member of the ROTC, and used to be a psychiatrist at the Walter Reed Army Medical Center in Washington, D.C.
“He was a psychiatrist at Walter Reed dealing with the people coming back and […] trying to help them with their trauma,” Nader said.
Retired colonel Terry Lee told FOX that “[Hasan] said maybe Muslims should stand up and fight against the aggressor. At first we thought he meant help the armed forces, but apparently that wasn’t the case. Other times he would make comments we shouldn’t be in the war in the first place.”
Security officials said that some Internet postings made half a year ago, discussing suicide bombings and other forms of violence, appeared to have been posted by Hasan, but this has not been officially confirmed.
Some army bases around the US increased security measures following the attacks. “The bottom line for us is that we are increasing security at our gates because the threat hasn’t yet been defined, and we’re reminding our Marines to be vigilant in their areas of responsibility,” said the public affairs officer for the Marine Corps Air Station in Yuma, Arizona, Captain Rob Dolan.

However, a spokesman for the Department of Defense said that the attack appeared to be an isolated incident. “This is an isolated and tragic case and we’re obviously in the process of obtaining more information as the events unfold,” said Lieutenant Colonel Eric Butterbaugh.
“We don’t have reason to believe that this is anything other than an isolated incident,” an army spokesman from Fort Lewis in the state of Washington, Joe Piek, commented. “We don’t normally discuss security operations at the post anyways, but I am sure this is something that our security law enforcement will be reviewing. As we are watching and listening, there is a lot we don’t know.”

President Barack Obama described the incident as “a horrific outburst of violence” in a press conference in Washington D.C., going on to say, “It is difficult enough when we lose these brave men and women abroad, but it is horrifying that they should come under fire at an army base on US soil. […] We will make sure that we get answers to every single question about this horrible incident. We are going to stay on this.”
Texas Senator Hutchison released a statement regarding the incident. “I am shocked and saddened by today’s outburst of violence at Fort Hood that has cost seven of our brave service members their lives and has gravely injured others. My heart goes out to their loved ones,” she said.
“Our dedicated military personnel have sacrificed so much in service to our country, and it sickens me that the men and women of Fort Hood have been subjected to this senseless, random violence. I know all Americans share this concern for the soldiers and their families who are affected by this tragedy,” the statement continued.
Robert Gates, the Defense Secretary, expressed his sympathy to those affected by the attack. “I can pledge that the Department of Defense will do everything in its power to help the Fort Hood community get through these difficult times,” he said in a statement.
Vice President Joe Biden also offered his condolences. “We are all praying for those who were wounded and hoping for their full and speedy recovery. Our thoughts and prayers are also with the entire Fort Hood community as they deal with this senseless tragedy,” he remarked.
“I was saddened to learn of the tragic incident at Fort Hood. Laura and I are keeping the victims and their families in our thoughts and prayers during this difficult time,” wrote former president George W. Bush in a statement from his office in Dallas.
The state’s governor, Rick Perry, ordered all flags in Texas to be flown at half-staff until Sunday. “[I am] keeping those affected by today’s incidents in our thoughts and prayers,” he said.
The junior senator from Texas, John Cornyn, also issued a statement. “My heart goes out to the victims of the tragedy that occurred today at Fort Hood, as well as their families. Fort Hood is one of our nation’s finest and largest military installations, and a place that has long been a source of pride for Texans, and for all Americans who value the selfless service and sacrifice of our men and women in uniform,” the statement read.
“It is imperative that we take the time to gather all the facts, as it would be irresponsible to be the source of rumors or inaccurate information regarding such a horrific event. Once we have ascertained all the facts, working with our military leaders and law enforcement officials on the ground, we can determine what exactly happened at Fort Hood today and how to prevent something like this from ever happening again.”

São Paulo, Brazil — Edson Cholbi Nascimento, also known as Edinho, son of the Brazilian former soccer player Pelé was arrested by Brazilian police. He is accused of involvement with drug traffic. He and another 17 persons according to local newspapers and O Estado de São Paulo were arrested on Monday during a operation of Denarc, the anti-drugs police department.
Pelé contacted the son at the police station. Very sad, with tears in his eyes Pele said that he got surprised when he received the news that his son was arrested because of drugs. During a press conference on Tuesday he said that he doesn’t understand why some people use drugs. “This must not be used as an excuse but you who accompanied my life since the beginning know of my fight against drugs, and you know my effort in making clear that this thing [drug] is not good for no human being”, he said.
Edinho admitted that he is addicted to marijuana, but denied any involvement in drug traffic or other criminal activities.
Edinho wrote a note and released it through his lawyer today. In the note Edinho said that he “had no disposition or control of his thoughts, everything in search of satisfaction in drug, marijuana”.
The note ends saying: “I realize how wrong and harmful is the way to drugs and I humbly recognize my situation as addicted and I ask help to everyone who loves me, my family, fans and forgive me because at some moment I became a not good example. Thank you, Edinho.”
According to the authorities Edinho is being indicted by association to drug traffic.
The police operation conducted by Denarc arrested until now 52 persons in São Paulo and Santos. The main suspect is Ronaldo Duarte Barsotti de Freitas, known as Naldinho. He is accused of drug traffic and according to police is involved in a dispute with another two criminal organizations: the Comando Vermelho (Red Command) from Rio de Janeiro and the PCC (Fist Command from Capital) from São Paulo. Nadinho and the enterpriser Clóvis Ribeiro who was also arrested are considered by Denarc director the biggest drug dealers from the state. Clovis is suspected of being involved with the FARC.

Tseveenjav wears the traditional Mongolian thick boots and hat while sitting upon his horse with a dead marmot hung from his saddle. Falcon and Tiger, his sheepdogs, help him keep watch over 500 sheep.
Sambuu Ganbaator, a member of the Democratic Party, has a different opinion from most of his neighbors.
“Too many people forget what the MPRP did to Mongolia,” he said. “They kept Mongolia under a brutal dictatorship. You weren’t allowed to speak your mind.” Now, he said, “you can say anything you want to say and do what you want to live a happy life.”
The MPRP’s candidate, Nambariin Enkbayar, leads the polls and the ex-communist party has said that it is now committed to democracy.

US Court of Appeals reduces sentence for former Philippines officer in spy caseMonday, February 9, 2009
Michael Ray Aquino, a former Philippines National Police officer serving six years imprisonment in McRae, Georgia for espionage could now be eligible for immediate release after a United States Court of Appeals for the Third Circuit judge panel Friday modified a United States District Court for the District of New Jersey‘s judgment, ordering a resentence of the accused under more lenient guidelines.
“I feel relieved for Michael Aquino and his family. We won the appeal. Michael will be resentenced. His new sentencing range will be 36-46 months (that is, essentially time served). Aquino has now served exactly 41 months in prison to the day on Feb. 9, 2009,” Aquino’s lawyer, Mark A. Berman, Esq. said. “The accused pleaded guilty to merely to possessing military secrets, and a three-judge panel of the Third Circuit Court of Appeals agreed that Walls erred in using harsher sentencing guideline reserved gathering or transmitting classified documents,” Berman added.
But Federal prosecutors had argued for Walls’ sentence, alleging “his guilty plea included acknowledging the stolen documents could have been used to harm the United States, making him eligible for the stiffer sentence,” Christopher J. Christie, U.S. Attorney for the District of New Jersey submitted. “Crimes like these strike at the heart of our national security because they involve our keeping our secrets secret. These defendants will face the full weight of federal prosecution,” said US Attorney Christie.
“The arrests of Leandro Aragoncillo and Michael Ray Aquino affirm the FBI’s commitment to apprehending those who would seek to reveal classified information to foreign nationals,” explained FBI Special Agent in Charge Leslie Wiser Jr. Both accused were ordered in judicial custody without bail by United States Magistrate Judge Patty Shwartz in September 2005.
“While Aragoncillo was an active participant in the offense, Aquino’s role was purely passive,” wrote Circuit Judge Maryanne Trump Barry in a written opinion promulgated Friday, in “US v Aquino” (No. 07-3202), an appealed case originating from D.C. Crim. No. 05-cr-00719. In the judgment, federal judges Barry, Michael Chagares and Jane A Restani, Chief Judge of the United States Court of International Trade, sitting by designation, have acknowledged that Judge William H. Walls’ interpretation of the harsher sentencing guideline was understandable, but the statute is imprecise. “Accordingly, we will vacate the judgment of sentence and remand for resentencing,” the panel ruled.
“The Honorable Maryanne Barry” is a United States Court of Appeals for the Third Circuit judge, daughter of Mary MacLeod Trump, who hails from Tong, Western Isles. Barry is the older sister of real estate mogul Donald Trump and the mother of David Desmond, who is a neuropsychologist and the author of the satirical novel Oliver Booth.
The espionage case was the first of its kind, obliging the Court to turn to the dictionary instead as a legal tool to resolve the landmark case. Circuit Judge Barry then used the 1993 version of the Webster’s Third New International Dictionary to define the word “obtain.” The pertinent part, pages 9 to 10 of the 13-page decision provides as follows:

In short, there is no sound textual basis for selecting either § 2M3.2 or § 2M3.3 to address Aquino’s retention offense at Step One. Fortunately, at Step Two, the Sentencing Commission provided guidance that makes it functionally irrelevant whether we begin our analysis at § 2M3.2 or § 2M3.3. Judge Walls sentenced Aquino to 76 months imprisonment for violation of 18 United States Code 793(e), punishable under the harsher United States Sentencing Guidelines, 2M3.2, (Gathering National Defense Information, which imposes 35 years sentence if top secret and 30 years, if not) instead of the more lenient 2M3.3 (Transmitting National Defense Information, etc.)

In 2005, murder cases were filed in Philippine courts and arrests warrants were issued against accused Dumlao, Aquino and Mancao. Dumlao, a resident of Patchogue, New York was arrested and held without bail on November 20, 2008 by virtue of a warrant of arrest issued by Judge William D. Wall. On December 10, Dumlao was ordered extradited to the Philippines by Judge A. Kathleen Tomlinson of the United States District Court for the Eastern District of New York in Long Island, New York.
The initial hearing of the extradition case of Dumlao’s co-accused, Mancao II, now detained in Florida, was held on December 3, in the US District Court in Southern Florida in Fort Lauderdale. Justice Secretary Raul M. Gonzalez had requested the US Justice Department to extradite Mancao and Dumlao to face murder charges in the Philippines. An extradition hearing has yet to be initiated for Aquino, although, as trusted officer of then PNP chief, now senator, Panfilo Lacson, was also requested for extradition by the Philippine government to face trial for the Dacer-Corbito double murder.
“Sir, the other day Leandro ‘Lean’ Aragoncillo called me. … He wants to talk to you and give you some updates on the political situation in the country,” wrote Aquino in an e-mail of January 2005 to his former boss Sen. Panfilo “Ping” Lacson. “I find all the information that you are sending me very useful. I hope you will continue sending more,” replied Sen. Lacson in an e-mail he allegedly sent in January 2005 to Aragoncillo. “By no means would you show this information. … I will be affected severely. Again, please protect the source – Me,” said Aragoncillo in an E-mail he allegedly sent in August 2005 to former Philippines President Joseph Estrada.
In March 2005, Aquino was arrested by immigration authorities for overstaying his visa. He contacted his friend, Leandro Aragoncillo, a Philippine-born civilian FBI Intelligence Analyst, who worked in the White House (between 1999 and 2002) as “administration chief” of the security detail assigned to the Vice President (Gore and then Cheney). However, Aragoncillo’s efforts on Aquino’s behalf eventually led to Aragoncillo being investigated by the FBI. In the course of that investigation, evidence of espionage against the United States Government was uncovered.
According to reports complied by Filipino intelligence professionals, there were indications of a link between Aragoncillo and the French intelligence service, Direction générale de la sécurité extérieure. Frequent visits by Aragoncillo to Manila allegedly were interspersed with clandestine meetings between identified, French operatives and several “illegals” (i.e. unregistered agents) around 2002 to 2004.
“What it means is that there is a hole in White House security. There are two kinds of people at the White House: Those that have been very well-vetted and those that have been extremely well-vetted and have access to the top secret computer network. This man had access to the top secret computer network.” said Richard A. Clarke, a former White House adviser.
“The FBI said Aragoncillo was concerned about e-mailing from his personal account so many classified documents from FBI computers, and he asked one recipient, Filipino opposition Sen. Panfilo “Ping” Lacson, whether he was a nuisance. “The reply, court records say, came back two days later in a cell phone message intercepted by the FBI: “What you are sending are never a nuisance to me. They are in fact informative and very useful,” Clark added.
In September 2005, Aragoncillo, a retired US Marine Gunnery Sergeant with 21 years service was suspended by the FBI, and arrested for violation of Title 18 of the US Code, Sections 371 and 951, admitting espionage activities from August 2000 to August 2005, and taking files while working under VP Cheney from 2001-2002, including giving information to another country.
In July 2007, Aragoncillo, age 50, a naturalized US citizen residing in Woodbury, New Jersey was sentenced to 10 years imprisonment for “transferring classified information to assist in overthrow of Philippines government.” Aragoncillo, admitted passing information by cellphone text messages and e-mail messages through Hotmail and Yahoo accounts, to Aquino, former President Joseph Estrada, Sen. Panfilo Lacson, and opposition politicians, who wanted to oust Mrs. Arroyo, including former House Speaker Arnulfo Fuentebella, according to court documents. He will be released from Federal Correction Institute in Big Spring, Texas on May 28, 2014.
The court fined Aragoncillo $40,000. “I never intended to cause harm or injury to the United States,” Aragoncillo told the judge. In July 2007, Sen. Panfilo Lacson as well as deposed president Joseph Estrada have admitted to receiving information from Aquino, but they denied any conspiracy. “Aquino is determined not to return to the country,” said Sen. Lacson, who admitted extending financial support to Aquino and his family.

So kung hindi siya kilala ng daddy ko, sino yung kilala niya na kilala ng daddy ko? (My dad does not know Michael Ray Aquino as far as we know. So, if my dad does not know him, whom does he know that my dad knows?)” Carina Dacer said.
Sen. Panfilo Lacson has vehemently denied any involvement in the Dacer-Corbito murder case. “For the Nth time, I will assert the truth that I had nothing to do with it,” said Lacson in a text message. “They can lie and make people lie even under oath and before a court of law to make me look bad and guilty in the Dacer case. In fact, right after Dacer disappeared, the family sought my help… And I responded the way I should as a law enforcement officer at that time,” Lacson explained.
On Saturday, September 10, 2005, Aquino was also arrested at Queens, New Jersey and was charged with conspiracy and acting as an agent of a foreign official in the jurisdiction of the United States District Court for the District of New Jersey, presided by U.S. District Judge William H. Walls. Aquino was accused of helping Aragoncillo transmit classified United States documents regarding President Gloria Macapagal-Arroyo to her opponents in the Philippines, including both former President Joseph Estrada and current opposition leader, Panfilo Lacson, who had been Aquino’s superior in the police force.
In an indictment of 6 Oct 2005 signed and filed by United States Attorney Christopher J. Christie, the Grand Jury sitting at Newark, New Jersey, accused Aquino with charges of – “knowingly communicating classified information by a government employee to an agent or representative of a foreign country (i.e. receiving classified information), acting as an agent of a foreign official without notification of the Attorney General, in violation of Title 18 of the US Code, Section 951, conspiracy to commit all of the above offenses in violation of Title 18 of the US Code, Section 371, and not cooperating with authorities, under Title 18 of the US Code, Section 2.
Under an eventual plea-bargain agreement, Aquino entered a plea of guilty to illegal possession of classified documents, but avoided the more serious charge of espionage which Aragoncillo received. On July 17, 2007, Aquino was sentenced to six years and four months in prison by U.S. District Judge William H. Walls. Federal prosecutors had sought the maximum 10-year term.
Aquino “did subject our nation to some peril,” ruled Judge Walls. “I am sorry for what I did. I never had the intention to harm the United States. I love this country,” said Aquino who addressed the court for three minutes before sentencing, and apologized. On November 21, 2008 his reduced sentence request was submitted to the appellate court.
Meantime, the Philippine National Police (PNP) is monitoring developments in the Aquino espionage case. “Of course we are interested in his case, but all we can do is to wait for the outcome of the case of Michael Ray in the US,” said a police official.
The Alliance for A Just and Lasting Peace in the Philippines has criticized the judgment: “For the AJLPP the news of the release proves that the charade of injustice is ever present when it comes to the cabal of AFP men who served as worst human rights violator and proven puppets of the United States military like the Lacson boys,” the AJLPP said. “On the other cases of oppressed immigrants like the Baoanan case languishes in courts and not acted upon. So much for double standard of American justice system.” The AJLPP statement concluded.

Labour– has won 50 seats and National Party has won 49 in the 122-member House of Representatives , which has increased by two (from 120) because the Maori Party won four electorate seats, more than its proportion of the party vote entitled it to (Called in MMP an overhang).
Neither the Labour-led coalition or the National Party have won sufficient seats to govern on their own, and will require the backing of other smaller parties to govern in a coalition.
There are 193,348 special votes still to be counted. Official results are expected to be announced on 1 October 2005.
