Transport for London wins first Anti-Social Behaviour Order against graffiti vandal

Billy Murrell, a persistent graffiti vandal from South East London, has become the first recipient of an Anti-Social Behaviour Order (Asbo) granted to Transport for London (TfL) by Greenwich Magistrates. The civil order also bans him from the top deck of buses throughout England and Wales for three years.

Murrell, a 17-year-old from Plumstead, has a history of convictions for criminal damage on public transport, including vandalising a Tube carriage in Brixton station and for damaging buses and other public property using marker pens.

This is Transport for London’s first Anti-Social Behaviour Order against a graffiti vandal — TfL was granted the power to apply for Asbos by the Home Secretary in September 2006.

The Anti-Social Behaviour Order was issued at Greenwich Magistrates Court on 12 September and also bans him from carrying any permanent marker pens or any glass cutting equipment on London Underground, railway property or any other transport provider’s property.

Metropolitan and Transport police have been made aware of Murrell’s Asbo, and have distributed his photo.

In detail, Murrell is prohibited from:

  • Entering any depot, siding or other part of London Underground property or railway property or any transport providers property which is not expressly open to the public whether on payment or otherwise throughout England and Wales
  • Carrying the following articles, in any area specified (above) or in any public place, namely any form of unset paint in any form of container, any form of permanent marker pen, any form of shoe dye or permanent ink in any form of container, any form of paint stripper in any form of container, any form of grinding stone, glass cutting equipment, glass etching solution or paste, throughout England and Wales
  • Aiding, abetting, counselling or encourage any person who was attempting or committing any form of unlawful damage towards any property not belonging to or under the direct authorised control of the defendant throughout England and Wales
  • Travelling on the top deck of the any public transport bus within England and Wales

If without reasonable excuse the defendant does anything which he is prohibited from doing by this order, he shall be liable to a detention and training order, which has a maximum term of 24 months – 12 months of which is custodial and 12 months in the community

Upon turning 18 he will be liable to imprisonment up to five years.

Madagascar leader names army officer as prime minister

Madagascar’s leader, Andry Rajoelina, has named a high-ranking army officer as the country’s new prime minister, and announced he is abandoning a power-sharing deal with the opposition.

Mr. Rajoelina’s office announced Sunday that Colonel Camille Albert Vital would serve as the new prime minister, replacing Eugene Mangalaza, who was supposed to be prime minister under the deal. Previously he had been expected to make Cecile Manorohanta the new prime minister. He also abolished the posts of co-president.

In a nationally broadcast address, Colonel Vital said that organising elections and increasing security were his priorities. He called on the people of Madagascar, including political rivals, to work with his government.

Mr. Rajoelina took power in a coup last March. On Wednesday, he appeared on national television to announce that parliamentary elections would take place March 20 next year. He made no mention of presidential elections.

International mediators have brokered several power-sharing agreements in recent months, but all have been unsuccessful. The African Union and other regional bodies have refused to recognize Mr. Rajoelina’s presidency.

Buffalo, New York — The Common Council of Buffalo voted on Tuesday to send the Elmwood Village Hotel proposal “to committee for further discussion”, after citing the need for more public involvement.

The Elmwood Village Hotel is a development proposal by the Savarino Construction Services Corporation, a project designed by the architect Karl Frizlen of The Frizlen Group. The hotel would be placed on the southeast corner of Elmwood and Forest Avenues in Buffalo.

To make way for the project, at least five buildings located at 1109 to 1121 Elmwood Ave would be demolished. At least two properties on Forest Avenue could also be demolished. The Elmwood properties, according to Eva Hassett, Vice President of Savarion Construction, are “under contract”, but it is unclear if Savarino Construction actually owns the Elmwood properties. Hans Mobius, a former mayorial candidate, is still believed to be the current owner the properties. Mobius also owns 607 Forest Avenue.

The properties 605 and 607 Forest Avenue could also be included in the proposal according to Hassett.

“We would use a Special Development Plan to rezone 1119-1121 Elmwood and 605 Forest to a C-2 zoning category,” stated Hassett. It is possible that Savarino Construction may try to obtain a variance for 605 Forest, which would allow them to enforce eminent domain, should the hotel be allowed to go forward.

The building at 607 Forest was also discussed to be rezoned, but it is unclear what the plans would be for that property. During the February 28 Common Council meeting, Hassett stated that the properties 605 and 607 were “now off the agenda”.

Pano Georgiadis, owner of Pano’s Restaurant at 1081 Elmwood, owns the property at 605 Forest and attended Tuesday’s Common Council meeting.

“Having a hotel is a bright idea. We all love the idea of a hotel, but the way that it is presented, is wishful thinking. This hotel does not fit. It’s like putting two gallons of water in a gallon jug, it does not fit. At the last meeting, the architect admitted that they are planning to put the undergound parking lot and the hotel, right at the property line. If I open my window, I will be able to touch the wall, that goes fifty feet high”, said Georgiadis.

“There is a problem having a seventy-two room hotel and fifty-five parking spaces. That means that all the other cars will spill all over the neighborhood. The footprint is simply too small. If you have a bigger [parking] lot, and a smaller hotel, I will welcome a hotel. I have a parking lot at my own business, and I am chasing people all day long. Remember, the city says it has ‘zero tolerance [for illegal parking]’. Try telling that to the guy from Albany who came to see his kids, that are going to Buffalo State, who would get tickets totaling over a hundred dollars”, added Georgiadis.

The city’s Planning Board is scheduled to meet on March 14, 2006 at 9:00 a.m. about the proposal. Although a discussion will take place, no vote is expected to be taken.

At the moment, none of the properties are zoned for a hotel. Savarino Construction plans on asking for a C2 zoning permit. If that does not work, they plan to implement a new zoning plan called a “special development plan” which would allow for only a hotel on the site. That zone would not be able to be changed.

“This [project] justifies Mobius’s refusal to invest in any maitenance[sic] or improvements”, on the properties said Clarence Carnahan, a local resident. “Where were the Council persons over the years? Where were the city inspectors over the years, to make sure that he maintained and improved his properties? The government was supposed to be protecting, not being preditorial. I see a predatorial issue here when it comes to this hotel. Over the years: Why has the local government been disfunctional when it came to Mobius’s properties? Refusal to invest in improvements, doesn’t that sound like a slumlord? Maybe I am missing a point here, but what kind of messages does this send to other slumlords that havn’t[sic] been jailed or fined? It’s [the hotel] trying to be pushed through.”

Carnahan also presented signs for residents and or business owners who are opposed to the hotel, that could be placed in windows or on stakes in the yard. Some of the signs said, ‘No tell hotel’, ‘Hans off, no hotel’, ‘It takes more than a hotel to make a village’. and ‘Keep Elmwood free, no hotel’. Carnahan plans on making more signs for a protest to be held on Saturday March 18, at 2:00 p.m. (EST) on Elmwood and Forest. Some signs were given to individuals after the meeting.

“First things first, Hans is the problem, and I don’t think it has been addressed. Let’s roll back the clock on this project. What can we do with Hans? There is such thing as eminent domain, which could be of greater interest to the community, to seize the property at its lowest assessed value”, said Nancy Pollina, co-owner of Don Apparel with Patty Morris at 1119 Elmwood. “There are so many ideas that have not been explored and we are about to give this parcel away, to a big developer.”

Mobius has not returned any calls by Wikinews regarding the situation.

A freelance journalist writing for Wikinews has obtained a letter, exclusively, addressed to one of the five business owners from Hans Mobius stating:

There is a proposal to develop my property which you are currently renting. Because of opposition to this development, it does not look like it will happen. I will let you know if there any changes.

Despite the letter, there have been no plans or decisions made to end the proposal.

To date, none of the business owners or residents of 1119-1121 Elmwood have received an eviction notice.

Business owners and residents gave an indication of what they would like to see happen at the corner; a project similar to one done locally last year. There, developers renovated two buildings on Auburn and Elmwood Avenues, merging the buildings into one thus allowing for more shop space. Among some of the shops to move in after the development were Cone Five Pottery, The Ruby Slipper, and Abraham’s Jewelers. Prior to the renovation work, the left building in the picture was boarded up for several years. Many of the concerned locals would like to see a similar development on Forest and Elmwood.

Rocco Termini, a developer in Buffalo, proposed a similar design at the February 28 community meeting

In an interview after the February 28 meeting, Termini stated, “I will be willing to take a look at this myself, or I would be more than happy to be partners with Sam, Sam Savarino”, who is President and Chief Executive Officer of Savarino Construction Services Corp.

So far Savarino Construction has no plans to team up with Termini.

Your wedding day should be a joyous occasion for everyone involved. The intention of this article is to gather together in one place some of the best tips for having a wonderful and memorable wedding.

Give back to all who are attending the wedding, by making a speech towards the end, thanking everyone for being a part of your life. Most of the attendees at the wedding are integral parts of your history and deserve thanks for where you are at, the day of the nuptial.

When photographing a wedding, ensure that you are as unobtrusive as possible. Stay back and out of the way of people’s view, and don’t bother people during the ceremony by asking them to move out of your shot. You’ll be recommended to other engaged couples in the future if you give the family a great day.

Try to avoid being sick for your wedding! Up your intake of Vitamin C and eat only healthy items in the weeks leading up to the big day. Stay away from any foods that may cause stomach upset or gas as the last thing you want to do when you’re standing at the front of the ceremony is be flatulent!

Having a family member photograph your wedding can save you a lot of money, but you have to remember that you’ll get what you pay for. They probably won’t have expensive lighting rigs or the latest camera equipment, so your shots will end up looking less than professional. That said, they can still be beautiful, so don’t worry! Just don’t have high expectations that could make your family member feel guilty.

Bridal fashion changes drastically from year to year. Unless you are set on spending the money and storage space necessary to preserve and keep your wedding dress, consider renting a gown instead. Most formal wear rental companies are very reasonable in price and policies, and you can wear the expensive designer dress of your dreams for pennies compared to buying it for a one-time wearing.

Consider purchasing wedding insurance. If you are spending a lot of money on a wedding, then wedding insurance can protect your investment if any problems arise. For example, a supplier going bust or a wedding cancellation due to the bride or groom being ill or injured on the big day.

To save money on your wedding, you may want to consider asking a family member or friend to make your cake. Wedding cakes can go for hundreds of dollars, which is an unnecessary expense if you know someone that is good at baking. Perhaps having a family member or friend make your cake can be their wedding present to you!

When trying to pare down the guest list, consider who is paying for the wedding, and then allocate them more seats. If the bride’s father is footing the bill, then her side of the family should be permitted to attend. If the couple is paying for the wedding themselves, then they should split the number of attendees in half for each side.

Keep your alcohol intake low during the festivities. You have to remember that you will be in many photographs and have quite a few important things to be involved in throughout the day. Keep your drinking down and celebrate after the fact with your new spouse. You will create happier memories if you do.

Your cake may be a focal point in your wedding plans which means not only hiring the best your money can afford, but taking everything into consideration in your choices. Whether it be the theme, the flowers, your dress or whatever the cake ties into, do not hesitate to ask for the perfect cake. Find the right cake vendor who sees your vision and will carry it out.

Make sure to interview a handful of videographers and review their work before hiring one. Also, find out what kind of editing sound he or she uses. Get your wedding on the latest technology so that the memories last a lifetime. Your decisions should be made on these factors, in addition to the first impressions you get of the different videographers.

Don’t let what should be the best day of your life become the most stressful one. The advice you have read in this article should help you make sure that your wedding happens without any hitches.

Pfizer to cut jobs in Michigan

Pfizer CEO Jeffery Kindler has announced that 2,410 jobs will be cut in Michigan, taking out three plants in the state. Pfizer has also announced that they will cut a total of 10 000 jobs by next year. The Ann Arbor, Kalamazoo, and Plymouth sites are representatives of the world’s largest drug manufacturing company.

A portion of these jobs will be reassigned in Pfizer plants in cities such as La Jolla, CA, Groton, CT, and Sandwich in the United Kingdom. These cuts come after Pfizer’s newest drug in development, torcetrapib, was scrapped late last year due to unexpected side effects.

The money spent researching the drug Torcetrapib ended with the loss of millions of dollars. This comes as a bigger blow to the region when coupled with ongoing losses to major car manufacturers in the Detroit area, and Gov. Jennifer Granholm said today, “We’re going to have a whole ‘Stick Around Ann Arbor’ campaign for these employees, because we want them to stay here.”

Among the other groups affected are Ann Arbor schools, to whom Pfizer pays millions of dollars, and local businesses. Most employees declined comment, as they are being asked by Pfizer not to talk with the media.

US congresswoman Gabrielle Giffords shot at Arizona supermarket

US congresswoman Gabrielle Giffords was shot at a public event in Tucson, Arizona today. At least five were killed and several others were wounded in the shooting, including at least one of Giffords’ staff. The shooting occurred at a Safeway supermarket where Giffords, a Democratic Party member who represented Arizona’s 8th congressional district, had scheduled a public “Congress on Your Corner” event.

Giffords was widely reported as having died after the attack, but her public relations personnel later said she was undergoing surgery. Giffords was shot in the head at close range, and according to the Pima County sheriff, Giffords, aged 40, died from the attack. National Public Radio, however, reported that there were conflicting reports about her death.

Giffords was airlifted to a nearby hospital and underwent emergency surgery. A spokesperson for University Medical Center said, “She is currently in surgery. She’s alive,” adding that nine other shooting victims had been taken to the hospital. After the surgery, the hospital announced Giffords was alive with a single gunshot wound to the head and that she was responsive.

The hospital also said that a nine-year-old was among those killed in the shooting. David Gonzales, a US Marshal, said that federal judge John Roll also died from his wounds. President Barack Obama said the shooter killed a total of five people.

Peter Michaels, of Arizona Public Media, said Giffords had been speaking to several people when someone began firing randomly from around 4 feet (1.2 metres) away. The gunman attempted to flee but was tackled by an onlooker and taken into police custody. Described as in his late teens to early twenties, he was later identified as 22-year-old Jared Loughner, who used a handgun in the attack.

Multiple large explosions have been reported at Sunrise Propane Industrial Gases, a propane facility in northern Toronto near Keele Street and Wilson Street near the Highway 401, at approximately between 3:25 and 3:50 am EST, at Murray Rd. and Spalding Rd. A six-alarm fire continued to erupt from the explosion, now under control. The cause is currently unknown.

A person who was 10km from the explosion told Wikinews that “my house shook 10 km away. The sky was rumbling every few seconds.”

Windows were blown out, doors were broken, and balls of fire descended from the sky near the explosion.

A witness who was in Niagara-on-the-Lake at the time witnessed the entire skyline of Toronto lighting up; someone else in Aurora at the time saw and felt the explosion.

A user on YouTube named “wolfshades” said that “we don’t know whether the explosion was chemical or by virtue of its proximity to the Toronto Airport if a plane had crashed.” Some witnesses thought the explosion was thunder or a nuclear bomb; the explosion was seen at Ossington Avenue and heard in Bloor and Jarvis in Toronto.

At least eighteen injuries have been reported, with one person still unaccounted for. All of the injuries reported so far have been minor, although one man had a layer of skin burned off his back. A Toronto firefighter died near the scene from a non-traumatic cause, believed to be a heart attack while fighting a fire near Murray and Regent; efforts were made to revive him, but were unsuccessful.

Large numbers of police are on the scene to keep people away from the explosion.

There is concern that two large railcar-mounted propane tanks, each capable of carrying 220,000 litres, could explode with enough force to affect a 1.6km radius. The air was found not to be toxic at the site. Firefighters are working to cool the tanks down and keep flames away, reducing the risk of explosion. More than 12,000 people have been evacuated. Most evacuees were transported to Yorkdale Mall and York University.

At the time of writing, evacuated residents have not yet been allowed to return to their homes. The 401, a major highway has been closed near the area; Eastbound 401 has been shut down between 400 and Allen Road, westbound shut down from 404/DVP to Highway 400. Three TTC subway stations: Yorkdale, Wilson, and Downsview were closed, but later re-opened. It was reported that Yorkdale Mall had been evacuated, but the Toronto Mayor David Miller confirmed through a teleconference from Vancouver that the report was false.
