Computer glitch delays online tax filing in Canada

Computer systems used by the Canada Revenue Agency (CRA) for the handling of tax filing data for Canadians have been temporarily shutdown due to infrastructure problems.[1] A March 7 article in the Toronto Star[2] states that due to errors in the electronic filing system, Canada Revenue Agency will be unable to accept any tax filings electronically or corrections to prior filings.

A fact sheet from the CRA [3] states that “until the problem is resolved, we cannot process returns filed on paper, or returns filed electronically before the system interruption. Refunds will be delayed until processing is resumed”.

A check of the taxing authority’s website[4] regarding the issue states “We have temporarily shut down public access to electronic services to ensure the integrity of taxpayer information.” and that “We have now traced the source of the problem to software maintenance conducted on March 4, 2007. We are currently working to bring all systems back online gradually.”

A CRA press release dated March 6 [5] states “Commissioner of the Canada Revenue Agency (CRA) Michel Dorais today instructed some computer applications related to personal income tax filing to be temporarily halted.” he also said, “there is no indication that this situation was caused by intrusion, hacking, or computer virus”. Further, “These applications include online services like Efile, Netfile, and My Account. Mr. Dorais said that he instructed that this preventative measure be taken following indications that CRA computer systems have run into infrastructure problems. In order to safeguard existing systems and to maintain the integrity of CRA’s taxpayer information holdings, Mr Dorais ordered tax filing processes halted.”

An article in The Globe and Mail [6] states that taxpayers “can wait for Netfile to return to service, or they can print their returns and mail them to the CRA”, which will be processed when the computer glitch is resolved.

The deadline for Canadians to submit tax returns is April 30. The CRA indicates it is too soon to speculate on whether the filing deadline will be extended. They expect to restore all services, including EFile and Netfile, well in advance of the filing deadline.[7]

The shutdown also affects third-party companies that prepare tax returns and electronically file the data using the EFile facility on behalf of clients. According to the CRA, millions of individual Canadians use the Netfile service each year.

The Agency will provide updates daily to the media until the situation is resolved.

Mexican police official, bodyguard shot dead at restaurant

Gunmen today opened fire in a Mexico City restaurant, killing a top police official in charge of monitoring the country’s illegal drug trade, as well as one of his bodyguards, Mexican officials said. The attack is the latest waged against authorities attempting to fight Mexico’s powerful drug cartels.

Security officials in Mexico City say the attack occurred as Igor Labastida Calderón, commander of the federal police‘s Traffic and Contraband division, was eating lunch with one of his bodyguards, Jose Maria Ochoa. According to Minerva Amado, spokesperson for the attorney general’s office, two unknown subjects got out of a black vehicle, entered the restaurant, and opened fire on Labastida Calderón.

Reports differ on who else was injured in the attack. Amado said two other bodyguards were injured and hospitalized, while Mexico City newspaper El Universal reports that three civilians were injured.

The motive for the attack remains unclear. No arrests have been made so far, as police continue to search for the assailants. Federal police have refused to comment.

President Felipe Calderón has sent over 20,000 troops throughout Mexico in an attempt to take back areas controlled by the country’s drug cartels. Since Calderón took office in December 2006, more than 4,000 people have been killed by these drug cartels, allegedly including federal police chief Édgar Millán Gómez, whose May death was attributed to the Sinaloa Cartel.

U.S. Supreme Court upholds health care mandate

In a decision today, the U.S. Supreme Court has upheld the controversial healthcare law, the Patient Protection and Affordable Care Act, passed in 2010. The Supreme Court also upheld the individual mandate provision of the law, which would require most U.S. citizens to obtain health insurance by 2014, or pay a monetary penalty.

The Supreme Court ruled on the law 5–4. Chief Justice John Roberts authored the majority opinion. Justices Stephen Breyer, Ruth Bader Ginsburg, Elena Kagan and Sonia Sotomayor jointed Roberts in the majority, while Samuel Alito, Anthony Kennedy, Antonin Scalia and Clarence Thomas were in the minority in supporting the repeal of the law.

The Court did, however, strike down a provision of the law which would have expanded Medicaid to make coverage available to anyone with an income less than 138% of the federal poverty line.

President Barack Obama made a public statement from the White House saying that the Supreme Court’s upholding of the law, “reaffirmed a fundamental principle that here in America — in the wealthiest nation on Earth – no illness or accident should lead to any family’s financial ruin.” Obama further added, “Whatever the politics, today’s decision was a victory for people all over this country whose lives will be more secure because of this law and the Supreme Court’s decision to uphold it.” Obama closed his statement by saying, “The highest Court in the land has now spoken. We will continue to implement this law. And we’ll work together to improve on it where we can. But what we won’t do — what the country can’t afford to do — is refight the political battles of two years ago, or go back to the way things were.” Adding, “With today’s announcement, it’s time for us to move forward — to implement and, where necessary, improve on this law.”

Republican presidential candidate Mitt Romney also gave a statement from Washington, D.C. saying, “What the Court did not do on its last day in session, I will do on my first day if elected President of the United States. And that is I will act to repeal Obamacare.” Romney clarified further by saying, “Let’s make clear that we understand what the Court did and did not do. What the Court did today was say that Obamacare does not violate the Constitution. What they did not do was say that Obamacare is good law or that it’s good policy.” Further adding, “Obamacare was bad policy yesterday. It’s bad policy today. Obamacare was bad law yesterday. It’s bad law today.” Romney closed by saying, “Our mission is clear: If we want to get rid of Obamacare, we’re going to have to replace President Obama.”

Eric Cantor, Republican leader in the U.S. House of Representatives, announced shortly after the ruling that the House would vote on repealing the law on July 11, following the July 4 holiday recess. Cantor said, “The Supreme Court’s decision to uphold Obamacare is a crushing blow to patients throughout the country. Obamacare has failed to keep the President’s basic promise of allowing those who like their health care to keep it, while increasing costs and reducing access to quality care for patients.”

In the ruling of National Federation of Independent Business v. Sebelius, John Roberts wrote, “Simply put, Congress may tax and spend. The federal government may enact a tax on an activity that it cannot authorize, forbid or otherwise control.” Meanwhile, Justice Anthony Kennedy authored the dissenting opinion, saying the entire law should have been repealed.

The ruling on the law comes after 26 states challenged the law in oral arguments in front of the Supreme Court in March.

Three die in Cornwall, UK caravan park of suspected carbon monoxide poisoning

Carbon monoxide poisoning is thought to have been the cause of the deaths of three people and one Jack Russell dog in a caravan park in Cornwall in South West England. Cornwall Fire and Rescue Service (CFRS) were alerted to the incident in Tremarle Home Park in the town of Camborne at 12:56 UTC on Saturday.

Inspector David Eldridge said Devon and Cornwall Police were alerted to the caravan park incident after “a helper had been unable to get a reply from an elderly couple who lived in the caravan”. He said that upon their arrival, “We were able to see that there was a figure sat in a chair but they were unresponsive to knocks at the door.” CFRS workers called to the area “forced entry into the property and found that the three occupants were all dead”, Inspector Eldridge said. A hazardous material advisor was also present at the scene in North Roskear. The Health and Safety Executive is now investigating the incident but the deaths are not considered as being of a suspicious nature.

The three fatalities have been identified as Audrey Cook, aged 86, her husband Alfred, aged 90, and Maureen, their 46-year-old daughter. David Biggs, a member of Camborne Town Council, said the incident came as “a shock” to him; Tremarle Home Park is “a well established facility and is very well run”, according to him. Biggs described the loss of three lives as an “appalling tragedy”.

The incident came five days after Cornwall Council announced its Family Placement Service would launch a joint venture with Cornwall Fire and Rescue Service to place carbon monoxide detectors in the houses of foster carers. The programme, entitled ‘Be Gas Safe’, has seen 200 carbon monoxide detectors and 2000 leaflets to raise awareness about carbon monoxide being given to CFRS. Mark Blatchford, Group Manager of CFRS, said: “We have seen a big increase in the number of carbon monoxide incidents in Cornwall over recent years”. He described carbon monoxide detectors as being “as important as a smoke alarm as it provides a valuable early warning”.

Carbon monoxide is a poisonous, colourless, tasteless and odourless gas which is created when such carbon-based fuels as oil, gas, coal and wood are not completely incinerated. The human body’s capacity to hold oxygen in the blood can be reduced by inhalation of the gas, which in turn may cause death. The Gas Safe Register has said dizziness, headaches, queasiness, lack of ability to breathe, fainting and losing consciousness are all symptoms of a person experiencing carbon monoxide poisoning.

Transport for London wins first Anti-Social Behaviour Order against graffiti vandal

Billy Murrell, a persistent graffiti vandal from South East London, has become the first recipient of an Anti-Social Behaviour Order (Asbo) granted to Transport for London (TfL) by Greenwich Magistrates. The civil order also bans him from the top deck of buses throughout England and Wales for three years.

Murrell, a 17-year-old from Plumstead, has a history of convictions for criminal damage on public transport, including vandalising a Tube carriage in Brixton station and for damaging buses and other public property using marker pens.

This is Transport for London’s first Anti-Social Behaviour Order against a graffiti vandal — TfL was granted the power to apply for Asbos by the Home Secretary in September 2006.

The Anti-Social Behaviour Order was issued at Greenwich Magistrates Court on 12 September and also bans him from carrying any permanent marker pens or any glass cutting equipment on London Underground, railway property or any other transport provider’s property.

Metropolitan and Transport police have been made aware of Murrell’s Asbo, and have distributed his photo.

In detail, Murrell is prohibited from:

  • Entering any depot, siding or other part of London Underground property or railway property or any transport providers property which is not expressly open to the public whether on payment or otherwise throughout England and Wales
  • Carrying the following articles, in any area specified (above) or in any public place, namely any form of unset paint in any form of container, any form of permanent marker pen, any form of shoe dye or permanent ink in any form of container, any form of paint stripper in any form of container, any form of grinding stone, glass cutting equipment, glass etching solution or paste, throughout England and Wales
  • Aiding, abetting, counselling or encourage any person who was attempting or committing any form of unlawful damage towards any property not belonging to or under the direct authorised control of the defendant throughout England and Wales
  • Travelling on the top deck of the any public transport bus within England and Wales

If without reasonable excuse the defendant does anything which he is prohibited from doing by this order, he shall be liable to a detention and training order, which has a maximum term of 24 months – 12 months of which is custodial and 12 months in the community

Upon turning 18 he will be liable to imprisonment up to five years.

Hurricane-force winds kill 15 people as storm hits Europe

As a storm swept across parts of France and Spain on Saturday and Sunday, it left 15 people dead. Its winds were recorded up to 190km/h (118 mph), which are hurricane-force winds.

The storm made landfall near to Bordeaux, France at 5:00 am Central European Time on Saturday the 24th January. It traveled south-eastwards towards the south-east coast of France throughout Saturday morning, finally reaching there at 1:00 pm. It is expected to head north-eastwards over Italy and the Adriatic Sea, but without causing damage. Low pressure systems are fairly common in Europe at this time of year. Some reports have called it the storm of the decade; BBC meteorologist Alex Deakin said “Saturday’s storm is being described as the most damaging since that of December 1999 which killed 88 people.”

Four children aged between 9 and 12 died at a sports hall in Sant Boi de Llobregat, near Barcelona. The children intended on playing baseball, but sought shelter inside a covered area made of concrete with a corrugated iron roof. The structure collapsed, as a result of the wind. Local people and fire-fighters were at the scene in aiding children to escape the rubble. Three children died at the scene, a fourth died in hospital and 16 have been treated for injuries.

Other fatalities include a woman, who died after a wall collapsed and a man struck by a falling tree in the Barcelona area. In Landes, south-west France, a falling tree struck a driver; a 78-year-old man was hit by debris and another man, aged 75, was crushed by a tree. A wall crushed a man in Aigues de Busot in the south-east of Spain. A policeman was struck by a falling tree as he directed traffic in Burela and a sailor from a cargo ship died when the vessel got into trouble off the coast of Galicia. In Burgos, Spain, a woman was crushed by a door.

Approximately 1.7 million homes in France and tens of thousands of homes in Spain experienced power cuts. A woman, aged 73, died in France after a power-outage stopped her breathing machine. Road and rail links were blocked and airports closed. Airports in Bordeaux, Biarritz, Pau and Toulouse were shut, as well as train services, leaving hundreds of passengers stranded overnight.

Michèle Alliot-Marie, the French interior minister, stated that in addition to the 300 civil security agents located in the Landes region of France, another 715 agents would be deployed. She also expressed her intent to fly there today, after the high winds have decreased. French President Nicolas Sarkozy told reporters he would travel to the affected area tomorrow. In Bordeaux’s Gironde region, 19 residents of a retirement home were evacuated by rescuers following its rooftop being blown away. Authorities have also evacuated campers from the pine forests in Landes.

Thousands were evacuated from nearby housing estates in La Nucía, north of Benidorm in Alicante, as the Spanish Army helped to fight a forest fire, which was started by a felled electricity pylon. There were also forest fires in the region of Catalonia, while Spain put emergency services on high alert. Waves over 20 metres high were registered off the northern coast of Spain and dolphins were stranded on beaches in the region as a result of high winds.

This article helps us understand the basic elements of interior designing that would aid us to further research them completely to enhance your perspective and ability in the world of interior design. Let us start with suggestions on starting with the research. A good starting point for these newbie interior designs can be shows on televisions that are specific to books, subject, magazines and other professionals on interior designs and so on. The other source that doesn t have any limits in exposure and for no cost except for the time is your eye. Eyes are excellent tools for learning and understanding interior design and also for applying it successfully. Eyes become a terrific resource as eyes are similar to ears in the symphony of interior design. Eyes have the potential to look at any design element and transfer the information to the brain considering all the colors present in the design, layout, and textures and if the overall look is pleasing. Mastering the potential to look at a specific scenario or setting and explore the key elements involved in its success visually, you are still huge steps ahead in the learning journey of interior design.

Get an example of a design that has a pleasing appeal to your eye. Such designs can be found in magazine, book or even in our day-to-day life. When you close and open your eyes, the first thing or item you look at would be considered as your focal point. In magazines or televisions discussions, it is wrongly referred that the focal point is already appointed which is not true. For one, the view of a room might give a distinct thought and for others, they might stare at the fire mantle for their warmth and being a secure place and for different people their focus point would change accordingly. The point of focus in a room is that area of the room which attracts your attention on getting into the room and other placement activities happen on the area of the focal point. Lot of strategic planning is based on this focal point when we plan for a creative layout for the room. Hence, understanding the importance of the focal points is instrumental in interior design learning.

Certain structural and architectural parts of the room need more attention in comparison with others. This is one reason which makes people understand incorrectly the focal points concept. In the process of learning and understanding interior design, you also understand how important it is to balance the architectural focal point understanding and the living ones. Some people do naturally elevate towards various objects and activities in the room. Human element and basic understanding are both the key element for success in interior design.

After you have go the basic to a medium level of understanding of the various focal points and the items placement around these places, the other important aspect of learning interior design is representing the objects visually. Shape, texture and color are the basics of this category. Color is the way the light reflects off when you see an object on to your eyes. How do you feel the object visually is texture. The fundamental makeup of the object that is reflected visually is Shape. Right combination of these features would result in harmonious environment visually. The few terms that we need acquaint ourselves as a process of interior design are listed further. First terms that pops up in your mind is Gaudy is a room or space with colors represented boldly, an excess usage of textures and overuse of untraditional and modern shape are all the reasons that would cover this title. The term Simple is used to refer the use of neutral and light scheme of colors along with little interruptions of straight line and light textures. The basic element for a successful design mix would be the term Simple . Start in a simple manner and build it to match your level of comfort complexities. This part of interior design wouldn t flow as naturally as other when you start learning interior design. It s very likely that it would be more understanding that one will develop along with the time and kind of exposure he get to various aspects of interior design.

Ultimately, the path of interior design learning is covered with visual perspective and information which would open your mind and eyes to a complete different world. The other key to understand the world better is observation. Don t close your eyes and start the adventure.
